a. No. Fray is merely a future slayer hundreds of years into the future. Fray appears for one story arc in season 8.
b. I recommend it. It's written Whedon himself! and it's only a short miniseries.
c. I collected the first dozen or so issues until deciding to just wait for the TPBs. That's my suggestion to you as well. TPBs, and no, don't drop the comics.
d. Angel: After the Fall is pretty good. It's picking up where the tv show ended. I've only read the the first 20 or so issues though. Dropped it after.
