It is half full at the moment and very full of nesting birds, a great tourist attraction. Take a bunch of tourists, a body of water and a bit of entrepreneurial activity, and it is obvious that one needs a whale watching boat.
Neither the tourists nor Camilla need know that there ain't no whales there
