The first bit looks like just counting in base 3, but that would be
1, 2, 10, 11, 12, 20, 21, 22, 100...

I also thought about that other system involving lots of 0, 1 and 2, the one that goes 1, 11, 21, 1211, 111221, 312211 and so on, but that doesn't seem to lead anywhere either.
Of course, it could be in still another base, but I can't be bothered to go through all the possible bases, and I rather doubt it'd lead to anything.
