here in Belgium, and I'd assume elsewhere in Western Europe, they're not a real annoyance or serious problem, but it's not like they really try to fit in, either. I don't know about stealing - I'm sure it happens, but not on a large scale - and I'm not aware of youth gangs, either. But begging, yes, and semi-legal transactions probably too.

I don't think they do anything to remotely justify the racism against them in the Czech Republic, Slovakia and Hungary, though (and probably a few more countries).
