when my father served with NATO in Bosnia, he came home with dreadful stories about how they had tried to arrange for medical help for a little Roma girl who had been scalded by hot water (she was so damaged she could not use her legs) -- but the family declined because she would be worth more as a cripple. When we went interrailing there later, he was terribly on guard whenever they came close to me. But that was never an issue in Norway.
