They did have a remarkable inability to score though - not a single Paraguayan striker scored a goal, I understand, and the team as a whole scored very few as well. Reason they got so far is they didn't let the opponents score too much either.
But if you saw them play against Spain, they really did try to attack, it's not like they did nothing but defend.
