He tortured pows, used starvation of civilians as a weapon and burned occupied cities. FDR wasn’t as blatant with his actions and making the case that he committed war crimes might be a little tougher. The Dresden bombing was excessive but I think it would hard to prove that it was done simply to punish the people there.

Nixon would have been investigated if he had not been pardoned by Ford, but then again covering up a break in isn't the same as burining Atlanta.
