Seeing as how it has rare earth elements in it that can be reused. Throwing any kind of technology should be illegal because of how toxic some of the components are, and how they are able to be reused so we can get away from using near-slave labor in Africa for some of these items.

In most scenarios, regardless of if the phone is broken or not, you can even sell the phones and make a small profit.
