The NCAA didn't hand down any punishment on the charge at all because the amount was so miniscule that he couldn't even be charged with a crime that would go on his record. The other person in the car was also cited and is slated to be Oregon's starting QB this year with no suspension at all.
As for the rest, yes it is life, but it's sad to see other players do similarly shitty things and not be suspended or held accountable by the NCAA. Blount last year punches a player on the field and goes after fans, and is suspended by his team, yet allowed to play later on in the season. I can probably name a dozen serious crimes that college athletes have committed in open and shut cases where they were allowed back on the field by both the NCAA and their team very shortly after the crime.
If the NCAA didn't want him to play or wanted to punish him, then they should have had him suspended him themselves instead of pussyfooting around the subject and denying his transfer waiver even though he met all the requirements.
