Mine does the funny sticking a crosshair on the point you click on then moves the web page with the mouse movements thingy.
Do you mean it makes you drag every link to a new window/tab? That sounds annoying.
No, it means the webpage you have open moves around as if you are pressing the arrow keys except it is done by using the mouse. It is fairly pointless.
