The only one truly being punished is the school he used to play for. He is playing in the NFL so they can't touch him. The Heisman Trophy only has one qualification, you have to be an eligible college player. He was ruled to ineligible for that season so he was no longer qualified to receive the award. the simplicity of it doe not make it less valid.
Bush's action have crippled one of better college football program in the country. He should be punished be punished but that is not why lost the trophy (or was going to lose since technically he gave it back).
