You don't need more than one instance for that. But if you insist, note there are multiple pictures, therefore multiple instances of cruelty where the child is bound or his possessions are bound. Each one requires forethought, and is posed, and recorded. More than enough evidence for both idiocy and cruelty.

Idiotic beyond the point of parenting, that is. There are a lot of kids with stupid stupid parents, idiocy alone is not a reason to remove a child.

If events of this nature regularly happen in this household then removing the child is warranted. If it's not, and this was some abnormal occurrence, I don't think it is.
