Given a choice between allowing my native country to remain partitioned and controlled by foreign states as it had been for centuries, or forging it into an independent power despite knowing I have no control over who'll lead it after I'm gone, I'd do what Bismarck did. It's not like denying his own country that "weapon" would protect them from it; an idiot in another country could gain control of one as powerful or greater. The only difference would be that Germany would be as prostrate as it had been before others for centuries. That's not something any one man can entirely control, but if Bismarck couldn't ensure no German leader would be seduced by power, he could and did do a great deal to ensure they wouldn't be helpless victims if a French or Russian leader were similarly seduced. I mean, geez, can you imagine the Confederation of the Rhine trying to face down Stalin? That goes about as well as it did against Napoleon.
