If you go back you can probably find Clinton talking about how governor of Arkansas he worked with representatives of foreign countries. If Arkansas had a foreign border with someone besides Louisiana you can rest assured he would have mentioned it.

Along with Congressional experience it's one of the big knocks on promoting a Governor. It's a mixed bag; promote a Senator and you may end up with someone who has no clue how to be an executive. Promote a freshman Senator who's never served in the House and you may get someone with no executive OR Congressional experience, and that could suck....
