Gingerbread until recently was rumored to be 3.0 they were going to go from 2.2 (Froyo) straight to 3.0
Recently (as in the last month) it was announced the next successor to Froyo was still going to be Gingerbread but now Gingerbread is going to be an incremental improvement while the generational leap would be called Honeycomb (3.0)
The rumors currently is that Android will now have a diverging of the market in 2011. The high end phones and tablets will run 3.0 while the cheaper (the good enough phones) will run 2.3 even though 3.0 would be out for these phones won't be fast enough to run 3.0 (as well as have screens without a high enough resolution).

I think they made a good call on not making Gingerbread 3.0. From what I've seen of the changes, I don't think the changes are big enough to merit a 3.0 version.
