I take the first paragraph to mean that they will factor it in as something that will cause rates to be higher for the people in question. Canceling or denying coverage to people with a long history of visits to the hospital for domestic abuse is in line with what happens in all lines of insurance. People who frequently have at fault car accidents, DUIs, and speeding tickets are canceled as well. I would think that the cancellation would not necessarily be the rule, rather the exception, and that as with other factors the longer it's been since something like that has happened the less a factor it is when determining acceptability.

Edit: I meant to say the third paragraph, not first.
