The AVMA does offer liability insurance, but it's not sold under a completely unrelated insurance like "health insurance"
It's sold as "liability insurance"

A bit pricy, but a lot of gold-plated policies are. To veer back to our subject, I suppose it stands to reason that companies that offer policies like that would want to have something they can use should someone pop up proverbially covered in leprous sores. Group plans tend to let insurance companies swallow a lot of losses, but it's always nice to have an escape clause if someone comes in and says "I smoke about three packs a day, never exercise, typically eat about half a pound of bacon for breakfast, drink like a sieve, and enjoy Xtreme sports - sign me up"
The intuitive mind is a sacred gift and the rational mind is a faithful servant. We have created a society that honors the servant and has forgotten the gift.
