Books that argue about the what the law should be are protected. Books that tell how to violate the law are less protected. Does free speech really require that any 14 year-old who wants to can find detialed instructions on how to make bombs or make mustard gas out of house hold cleaning supplies? Sometimes public saftey has to be considered as well.
If you right a book arguing that it is OK to rape children I will think you are disgusting bastard but that you shouldn't be arrested. A guide on how to do it is another story.
