I have on occasion.
When I was in NYC there was an SUV that got stuck in a huge drift.
Guy was spinning his tires, trying to get out. I jumped in to help push and, instants later, I had help from 4-5 other people. But before I started helping - no one and nothing.
With the infant on a hot day - well I'd call the cops and if I couldn't I'd smash the window, grab the kid and then call the cops. Kids DIE from that.
The other situations, it would depend on the specifics.
