Whatever "it" may be in this context. The perception is that "dialect" means your speech, and therefore your group, is part of a larger whole, whereas "language" suggests independence. Obviously in the case of English vs Gaelic (or Irish) there can be no argument that they're the same, but when the question is English vs Scots you'll usually find that the die-hard nationalists are calling it a separate language and the rest of us are calling it a dialect.
