If you're going to accept the legitimacy of traffic laws in the first place, this is okay.

1. What is your opinion on the subject?
A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.
B) Another stupid nanny state law.
C) Meh, I don't care- I live in a warm place that doesn't get snow much, if at all.
2. Does your state/country have a law about this already?
New Jersey just modified this law in time for this winter. Previously, a citation could only be written if snow or ice on a vehicle contributed to an accident, but in October the legislature modified it so people can be cited for simply driving with snow or ice on the vehicle. The town newsletter included a warning not long ago to residents to clear their cars because the borough police were being instructed to crack down.A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.

3. If yes, what is the penalty?
I don't know what the fine is, but it's one of those mandatory court appearance tickets that you can't just pay online and forget about.

It seems to me that the issue isn't the obstructed view at all.
