While I would agree that not informing your partner of your condition would be highly immoral, the decision to enter into a sexual relationship should be the couple's. Forcing a person to be celibate because of circumstances outside of their control is unconscionable.

Judging by the tone of your post, you would do well to look at various statistics regarding sub-Saharan Africa, especially the prevalence of rape and AIDS orphans. I've linked a fact sheet to this post.
