At least on the iPhone, a decent amount of webcomics have apps; I know xkcd has many, with the alt text being accesible in some way on all of them.
Decent smartphones have good to excellent web browsers available. This means there's no need for an app in 99% of cases, webcomics definitely being in those 99%, neither for the user nor for the publisher.
