At the very least, everyone gets told that they have nice eyes and they think they have nice eyes.

At the same time, yes when we see beautiful people we do look at their eyes and we say they have beautiful eyes. However, an exercise: think of people- stunningly gorgeous, good looking, plain, and plain ugly, and think of a compliment to give them. Most likely, it's gonna be the eyes no matter how good looking they are or aren't.

Saying that you have nice eyes- that tells us NOTHING. Now if you said something about a chiseled jaw or high cheekbones, that would be another story. (perfect teeth, clear skin...)
