In Paris' case it's the cultural center of rather more than just its "area", but okay...

Uh, yeah, doesn't sound very representative to me. The French aren't exactly known for being polyglots, and that's putting it mildly.
I have to say, if I had to compare Paris to one American city, it'd be New York, not San Francisco.
paris is a lot like san francisco with 2000+ years of history behind it....
