I read a couple of different bits about it then and the suggestion seemed to be it was purely about ideology, that he was expected to sign if he wanted to run for president to prove his conservative credentials.
The suggestion then was that it wasn't actually anti-abortion, since Federal funds can't be used for that anyway, and wasn't fiscally conservative, since Federal law prevent states from dictating which provider Medicaid users get a service from and so it is just going to mean Indiana pays out big times in legal costs on top of the cost of unplanned pregnancies.
