Federal money doesn't go to pay for abortions because abortions are self-funding. They bring in enough money to pay for themselves and effectively subsidize Planned Parenthood's other operations.

So, if access to PP is decreased, unintended pregnancy will go up, and so will the demand for abortions (because an abortion is MUCH cheaper than having a child; women will find ways to come up with money, beg, steal or prostitute themselves, all of these are far superior moral choices to having a child you cannot provide for) - so PP's revenue will go up, and they'll be able to give out free/discounted BC again.
