unfortunately prisons don't have much better healthcare than the average US citizen

but the care he'll get won't actually be that good, rather than moondog saying prisoners should get brilliant healthcare. Basically, the guy thinks he has a brilliant logical plan to get healthcare, but its not actually brilliant or logical because he won't get what he thinks he'll get.
