1. How much of a language should you know to tell someone you know it?

I think that unless you preface it, you should not claim to "know" a language if you aren't capable of proper communication. You don't have to know massive, fancy vocab, but do have to be able to convey your point at least as well as a five-year-old.

2. How much of a language should you know to list on a resume or work bio?

I'd say the same as above and possibly even a step up. It's not worth it to the employer if it's merely a slight understanding of the language.

3. How much of a language should you know to list on social media?

I don't care?

4. How many languages do you know and what are they?

1.25. I think I do fairly well with English, and I can speak Spanglish.
