Just because a few idiots get together and create a club doesn't mean the nation they live in follows it. No one in Russia follows rugby AT ALL, and the same can be said generally for the United States, even though those are two countries listed. To the list of "the country doesn't know or care they participate" we can add Ukraine, Poland, Kazakhstan (really absolutely certain about this one), Moldova, Georgia, and China.

Your attempt at adding 94 countries of the world to the "rugby zone" is laudable, but it's no more relevant than saying that Jamaicans compete in bobsled events all the time just because they entered a bobsled team in the Winter Olympics. Token membership is a far cry from actual fandom.
