Just because a few idiots get together and create a club doesn't mean the nation they live in follows it. No one in Russia follows rugby AT ALL, and the same can be said generally for the United States, even though those are two countries listed. To the list of "the country doesn't know or care they participate" we can add Ukraine, Poland, Kazakhstan (really absolutely certain about this one), Moldova, Georgia, and China.
Take a look at the Wikipedia article on Rugby in Georgia (yes, there is one). Obviously it's not like the countries that have a long tradition in rugby, but Georgia has participated in rugby World Cups, and apparently the sport is the second most popular in the country, and the most popular in some regions.
And as for Moldova, don't forget that rugby is quite popular in Romania, which would help at least in the Romanian-speaking parts of Moldova.
