There's been no "This will be taxed at this rate for this long." And from the other side, there hasn't been any "This program will have this percentage of funding cut for this long."

*shrug*

I'm hardly suprised that this is all happening behind closed doors. Its very easy to yell for more transparency when you're on the outside....
