Perry was not selected by Bush to mind the store when he left, the LT Governor is not like the VP and Perry was elected by the people of Texas to the job. I'm familiar with how the Lt. Governor is elected in TX, thanks, as well as how monolithic the TX Republican Party is; just ask Carol Keeton Rylander-Strayhorn Whateverthehellshecallsherselfnow what a good idea it is for Republicans to buck the party line. Pretty much any Republican Bush left behind in the Lt. Governor spot when he left for DC could be counted on to continue Bush business as usual, but Perrys record has shown him to be particularly well suited. Again, the only difference is that his level of graft expanded to include people like Merck and Cintra (note the state auditors finding that tax/tollpayers will give the latter a 12:1 return on their investment rather than the standard 3:1) rather than just oil companies. Combine that with things like his highly public upcoming prayer/media event/campaign rally and the statement that he's just Bush with Romneys hair is well founded. However, having been down the road where I copiously cite well documented indisputable facts that you ignore to call me an ignorant zealot, I'll leave it there.
