what you're assuming they'd just walk up and answer the door if an officer was there?

If these people have outstanding warrants, don't you think that the first thing the officers did was go to their houses?
Honestly, I don't see the problem here. These people have a warrant out for their arrest. They have, allegedly, already committed a crime. They aren't being tricked into committing one, and they have evaded the law for a time already.
They are in the wrong. They are responsible for their own actions and are evading that responsibility.
I really do not have a single ounce of sympathy if the local police force decided to get these people in to the courts where they are SUPPOSED TO BE, in a little trick that probably saved the local tax payers some money as well!
And don't forget, these are child support offenders. If you can't find them or catch them, you can't get them to pay. I bet the people who's children aren't eating properly or are wearing shoes too small, or are suffering any other hardship are pretty grateful these people are finally caught.

I think it's valid to ask if you still get the promised tickets in that situation.

Well, some legal systems think using dirty tricks undermines the integrity of the justice system.

I'm pretty sure fictional programmes and films aren't the best way to learn the law

Unfortunately cop shows rarely show the trial where the coerced confession is ruled inadmissible
