It just seems like that's a pretty limited thought process. We don't know what's out there on other planets and what resources other planets may have to work with. They may have resources we can't even imagine. Any thought at all as to what conditions would exist on a very distant planet are hypotheses at best.
Hell, I would be open to the thought that physics itself is different elsewhere. Not in the way that it's fundamentally different, but we're looking at things from a rather limited scope here. We're only able to test within a limited set of systems and everything outside of that is conjecture (however founded in mathematics and known physical principles). I'm not saying it's LIKELY...but I wouldn't discard the idea all together either.
So I guess I just don't see why fossil fuels or any other fuel/energy source we have HERE would be necessary for somewhere else.
