If there is a small window when a society is advanced enough to produce radio and primitive enough to still need then the odds of us looking at that planet during that brief window is slim. So maybe there is some next step we have yet to reach before the galactic community deems other worthy of conversation. Maybe something faster than light.

So either no one is out there or they are only interested in talking to races that have made it the step beyond radio transmission. If technology is common I highly doubt that everyone decided to be silent except for us.
