You can do it with iron filings as easily and well as with steel wool, which is to say, not very, but it could probably be accomplished if you really REALLY wanted. They would just be truly awful cookies, and probably rise very little unless you added baking powder (or possibly yeast.)

Never said baking powder was identical to baking soda though, only that it is baking soda plus other things. That means baking powder without baking soda makes as much (or little) sense as steel without iron, so in both cases asserting the supremacy of the former to the detriment of the latter is nonsensical. Nonsense is a thing up with which I will not put!
