Left to their own devices, the states would (unwittingly or not) create disparity between services offered. This would ultimately cause even more issues then what we have now. We'd essentially be left with 50 different programs, all with different pools of money paying for them.

States have 50 different programs when it comes to everything else that States operate. They all have different tax rates, vehicle title and registration fees, marriage fees, minimum wage rates etc and you don't see people just up and moving in hordes to go to a particular state. Moving is neither easy nor cheap for people. Its not as simple as choosing which gas station to go to based on which one has the cheapest gas on the corner. People will live where jobs are not which state offers the best programs.
