Surely Penn founded a British colony in the Americas, rather than an American colony.

Therefore "American colony" makes sense enough - if you Google "thirteen American colonies", you'll get plenty of results. Similarly, one could say e.g. "in the 19th century, the British established an East Asian colony that was called Hong Kong".
