It is hard to see his statement of the will to power and the obsolescence of religious morality as anything but a rationalization for the law of the jungle. Basically, my impression is that he simply formalized a literal version of "might makes right," then castigated anyone and everyone possessing power without will to exercise it. That sure sounds like a variation of moral relativism in all but name; it is just relative to capacity rather than conditioning.
