Suppose the bills pass, and aid is cut. If Nations start executing homosexuals, does the UN interfere on Human Rights grounds?

Then they just have to send their army in to make things right. What was that? The UN has no army? It depends on the US and other member nations to grudgingly provide token forces just large enough to provide attractive targets without being able to defend themselves, let alone anyone else? I guess the UN will continue doing nothing then. Unless Uganda becomes part of Europe and it looks like the Russians might take a direct hand.
