Watchmen was a comic then a movie and aside from the pirate comic inside Watchmen, it was never a cartoon.
A cartoon is 'illustrated visual art', and includes comic strips and 'satirical cartoons' for instance.
Also, Anime while technically a cartoon is not considered such.
Now, I feel obliged to point out that 'Name that Toon' is a title joke on the old game show 'Name That Tune' and was not really meant to supersede the instruction immediately following it, which were pretty short and not really ambiguous:
"A description follows of a character from a cartoon, comic book, anime, etc… name the character and cartoon.
I do feel that whatever ambiguity might be implied by cartoon, the explicit use of 'comic book' and 'anime' kinda renders your watchmen and anime objections academic, because while some people might feel a comic book or anime did not qualify as a cartoon, I do feel the instructions were more than clear.
