Football being one of the few truly global sports, there are so many teams that are worthy of a spot in the sport's premier global competition that you just can't narrow it down to few enough teams that they'd fit into the Olympics. If you did allow as many teams in the Olympics as in the World Cup (32), you could never properly fit it into the length of an Olympics, and it would overshadow the other sports (or at least the less popular other sports) too badly.
