I honestly know very little about Norwegian law. In the US you really can't keep someone beyond the time they were convicted for unless they commit a new crime while in prison or you find them insane. Is there a panel that meets and decides if someone can be released when their sentence is up and can they just decide if they want to let them out or not? That sounds more like a life sentence with the chance for parole in ten to twenty years. Who has the burden of proof and what does it take to keep someone in prison beyond their sentence? That is what I was asking.
Norway killer Anders Breivik ruled sane, given 21-year prison term

From what I can tell they do it that way to impose a minimum sentence without parole.
