I honestly know very little about Norwegian law. In the US you really can't keep someone beyond the time they were convicted for unless they commit a new crime while in prison or you find them insane. Is there a panel that meets and decides if someone can be released when their sentence is up and can they just decide if they want to let them out or not? That sounds more like a life sentence with the chance for parole in ten to twenty years. Who has the burden of proof and what does it take to keep someone in prison beyond their sentence? That is what I was asking.
If I remember the rules right, they have to at the point of the sentence say that he gets 21 years and "förvaring" whatever that is in english. So, the sentence in itself is "up to life"; however, after 21 years they have to meet every 5 years and decide he can't go free. No biggie; releasing him would be a danger to society... mainly because people would fight about who gets to kill him first. And that's just barbaric.
But all in all, since the maximum sentence he got translates into real terms as life (even though they have to meet every now and then to say he can't go free) no new crime is necessary.
