i don't see how refusing to specify their tax plan, their budget plan, or pretty much any plan they say they have can be construed as a win. ryan even dodged the comment about apologizing for burning korans, even after martha raddatz tried to steer him back to it after he started talking. at best, this debate was a tie, but i would say biden had the slight advantage by actually coming with specifics and demonstrating that he has a good grasp of the state of the nation.
