i'm pretty sure romney/ryan are doing the latter, and have been for quite some time. granted, there must be a lot of "we're different and here's why" in order to distinguish yourself from your opponents. but the GOP ticket has been saying "we're different but we wouldn't have done much differently than what has already happened but vote for us anyway"
