Let me rephrase: Elsewhere in your post, you talk about how people can't really be trusted to make good decisions until they're 20. However, you also say that the age for determining what kind of punishment you should get is 15.
No, see. You cannot legally at this point face any consequences of your actions until you are 15. What jo suggested is that before then, you should be able to face consequences of a minor character, like education on certain matters. There is nothing about changing the rules currently in place for juvenile crimes between ages 15 and 20...
Eh- I don't really have anything against public health care, I'm just pointing out that adding a national bureaucracy, while having some benefits, does not make your information more private.

well driving age at the moment is 18... Also, you tend to apply a certain amount of americanisms on everything in this thread, which essentially is about as sensible as saying we can't live on earth since there is no air on mars...
Er, not exactly. I'm not saying everything should be like the US, nor am I saying the US has no problems. I was just using my personal experiences of suburbs.
I've lived in cities, and had virtually no use for my car. But I grew up in suburbs, and if I had no access to a car, I wouldn't have been able to do ANYTHING. My parents both worked, and very little was within easy walking distance.
Do you begin learning how to drive at 18, or is that when you have a full, adult license?
Where I grew up, you began learning at 16. After completing a course, you were allowed to drive to and from school and work. Once you'd turned 17 AND completed the course, you had a full license.
See, the licensing system works like this:
1. At age 16 you are allowed to start driving as long as you have a responsible adult by your side with all the proper paperwork.
2. At age 18 you are allowed to take the tests which will say if you can get your license. Most people fail these once or twice, and a fairly large part of today's youth never bothers with it.
American suburb conditions have nothing to do with the needs to drive here. Really. Driving is probably more important in the north where you have a 100 km to your nearest neighbour, but honestly, if it worked up to the time you were 18, why not another year or two? (still, I don't agree that the age should be increased.)
