In fact, they would not be relevant to presidential elections unless the national popular vote were very close, at which point every vote in every precinct would require review. And on a national scale, "very close" still means millions of votes, more than the entire population of places like WY. We would end up recounting every state just about every election, with all the now-standard legal battles playing out in every precinct in the country for weeks. No thanks.
