SCOTUS ruled that Florida had to follow their own laws, that existed at the time of the election, not change them on the fly.
they ruled that florida should do a full recount, but that doing a full recount would harm the winner (bush), and they took their time to decide the case such that FL did not have time to do the full recount by the date the results needed to be certified.
it's still beside the fact that the FL supreme court should have been the deciding factor in the case, but now that it's history there is no point in arguing it anymore...
They anounced their decision in less than 24 hours so I don't know where you get "..they took their time to decide the case such that FL did not have time to do the full recount..." As for history you are correct; however, I would like to make 1 point. The non-binding recounts (using all the proposed methods) that occured after the election was certified STILL showed Bush as the winner. Only when you used some rather strange recount processes was Gore ever able to, barely, come out on top.
Important facts:
1: SCOTUS simply forced Florida to follow their own law.
2: SCOTUS Ruled that varying vote counting policies (in different counties) was not allowed.
3: Even after the various recounts, Bush still won the state.
